Texas has what is known as a “regressive” tax structure, that is, our taxes are not based on income. Everyone has to pay the same sales tax, no matter their income. In order to change this we would have to institute a state income tax like most other states have. After reading the section in chapter 11 on tax revenue describe your position on whether or not Texas should amend the state constitution to allow a personal and/or corporate income tax to increase revenues and to shift the tax burden away from the poor and middle class.
